The portal launched, but the line remains

Imagine a portal launched on time with every agreed feature. People still submit requests by email because the form is confusing and exceptions go unanswered. The project delivered a product but has not solved the problem. Without measuring that difference, a team can celebrate launch while ignoring the people who depend on it.

An output is something produced: a portal, training, or an integration. An outcome is an observable change: more correctly completed requests, less rework, or greater independence. Both matter, but need different measures. A completed feature list does not replace evidence of use.

Give the benefit a baseline

Instead of “improve service,” measure time from request to resolution, defining start and finish. Observe the current value first. Then agree on a target and evaluation period. Without a baseline, a positive impression can be mistaken for demonstrated improvement.

Add a balancing measure. Faster responses should not increase incomplete answers or reopened requests. Check whether improvement reaches different groups, including mobile users and people with slow connections. A favorable average can hide a worse experience for part of the audience.

The report should enable a decision

Useful reporting combines recent evidence, obstacles, and a decision requested. If a pilot shows abandonment at one step, name who investigates and when they return with options. “We are monitoring it” does not explain what happens next. Status should reflect confidence in outcomes as well as task completion.

Assign someone to track benefits after delivery, perhaps an operational owner supported by the project team. Without that continuity, measurement stops just when learning matters most: when people begin using the solution in their work.

Replace one indicator this week

Choose an active project. Beside “percent complete,” write an expected change, baseline, measurement method, and owner. Bring real evidence to the next review. If none exists, schedule its collection instead of assigning a status color by intuition.
